DUI Programs

Don't Drink and Drive in Contra Costa County


The Contra Costa County Driving under the Influence (DUI) Programs can assist individuals in completing court-ordered and DMV (Department of Motor Vehicles) requirements. The objective of the DUI program is to reduce the number of repeat DUI offenses by persons who complete state-licensed DUI programs. The DUI Programs will:

  • Provide participants an opportunity to address problems related to the use of alcohol and/or other drugs;
  • Provide education, group counseling and face-to-face interviews to enable participants to consider attitudes and behavior related to reducing or eliminating the use of alcohol and/or drugs;
  • Provide referrals for ancillary services when needed to support a positive lifestyle.

Classes are not treatment, it is education.

The State Department of Health Care Services (DHCS) does not license any internet DUI programs. DUI classes offered via the internet DO NOT meet California's DUI Program requirements. Please contact DHCS directly for questions related to on-line classes.

    FINANCIAL ASSISTANCE:

    Title 9, Section 9879 of the California Code of Regulations, requires Driving-Under-the-Influence (DUI) programs to provide financial assistance services to persons who can document an inability to pay the program fee. To determine if you qualify for financial assistance, you must request a financial assessment in writing to the DUI program of your choice. You may request a financial assessment at any time during program participation. The DUI program must conduct the financial assessment within 5 days of your written request.

    You will be required to provide documentation of income in the form of an award letter for general assistance or other public assistance, tax returns, bank statements, pay vouchers, check stubs, net profits from self employment, net income from real property, other forms of income. If you qualify for financial assistance, you may be eligible to participate in an extended payment schedule, or pay a maximum fee of no more than $5.00 per month for each month of program participation.

    The Contra Costa County Pre-Trial Diversion Programs can assist individuals in completing court-ordered requirements. The objective of the Diversion program is to:

    • Provide participants an opportunity to address problems related to the use of alcohol and/or other drugs;
    • Provide education, group counseling and face-to-face interviews to enable participants to consider attitudes and behavior related to reducing or eliminating the use of alcohol and/or drugs;
    • Provide referrals for ancillary services when needed to support a positive lifestyle.

    FINANCIAL ASSISTANCE:

    Contra Costa County Standards require that Diversion Programs provide financial assistance services to persons who can document an inability to pay the program fee. To determine if you qualify for financial assistance, you must request a financial assessment in writing to the Diversion program of your choice. You may request a financial assessment at any time during program participation. The Diversion program must conduct the financial assessment within 10 days of your written request.

    You will be required to provide documentation of income in the form of an award letter for general assistance or other public assistance, tax returns, bank statements, pay vouchers, check stubs, net profits from self employment, net income from real property, other forms of income. If you qualify for financial assistance, you may be eligible to participate in an extended payment schedule, or the fee will be waived if income is equal to or less than the GA level for Contra Costa County.

    LEVEL I PROGRAM:

    An intake interview & assessment, twelve hours of education, nine hours of group counseling, one face-to-face interview, one exit interview, three drug tests, twelve 12-step or other community based programs. If the participant fails a drug test, an additional face-to-face interview is required and the participant is elevated to Level II.

    LEVEL II PROGRAM:

    An intake interview & assessment, twelve hours of education, twenty-four hours of group counseling, two face-to-face interviews, one exit interview, six drug tests, twenty-four 12-step or other community based programs.

    Criteria for Successful Program Completion:

    The minimum requirements and criteria for successful program completion shall include the following:

    • Completion of all required program services;
    • Adherence to sobriety and abstinence requirements as mandated by the Court and standards established by the program; and
    • Payment of all fees.

    First Offender Programs

    Wet Reckless Programs

    A person convicted of reckless driving with a measurable amount of alcohol in their blood must complete a twelve-hour DUI education program.

    First Offender Programs

    A person convicted of a first DUI offense must complete a state-licensed three-month, 30-hour alcohol and drug education and counseling program. A person convicted of a first DUI offense with a blood alcohol content between a .15 to a .19 must complete a state-license six-month 45-hour alcohol and drug education and counseling program. A person convicted of a first DUI offense with a blood alcohol content of 0.20 or higher must complete a state-licensed nine-month, 60-hour alcohol and drug education and counseling program.

    Multiple Offender Programs

    18-Month Programs

    Second and subsequent DUI offenders must complete an 18-month multiple offender program. Program requirements are: 52 hours of group counseling; 12 hours of alcohol and drug education; 6 hours of community reentry monitoring; and biweekly individual interviews during the first 12 months of the program.

    MADD Victim Impact Panels (VIP)

    One MADD-VIP Session (2-hours in length) is required to be completed as a component of the first offender and multiple offender programs. This is not a requirement of the Wet Reckless Program unless ordered by the Court.
